Tomcat is looking for the .class (compiled servlet), and if found, execute
it. 
If you really want to perform an other behavior, you have to delete the
.class.
Then, the browser will wait till the JSP is compiled.

I'm using Tomcat 4.0 (on Windows 2000): when I modify a jsp I MUST wait 
(circa 5 seconds) for it to be translated and recompiled before getting 
it pointed by my browser else I get the older version. That's a problem 
for my application that modifies a jsp at run time. I know that 
translation and complitation processes take some time, but I don't want 
browser to get the older version: I'd like it to pause until such 
processes are done so as to display the content produced by the actual 
jsp. I hope having been clear. Could you suggest me any idea to
