You are absolutely right about this, but there is also an interesting flip
side of the coin.  Commercial vendors may not accept the idea of selling
their customers a war file as an expensive product.  They *want* to write
their own fancy installs with their logo all over it, and hence they will
end up doing this very thing of unzipping the war file to rewrite the
web.xml.
