No, but you can easily download them yourself. Section (15)
of the BUILDING.txt file included with your Tomcat download
says:
(15) Download and Install the JSSE 1.0.2 Reference Implementation
Download the Java Secure Sockets Extension (JSSE) package,
version 1.0.2 or later from:
http://java.sun.com/products/jsse/
Just follow the step-by-step directions in BUILDING.txt.
