First of all your ISP needs to install Tomcat and integrate it with Apache.
If that is done you can serve the servlets.

The answer on the second question is negative.
You can't install tomcat yourself because you are not the root-user.
Even if you get the right permissions from your ISP, you still have to
integrate tomcat within Apache.

To do that you have to edit the httpd.conf.  What your ISP will not
allow, because of the danger to screw up Apache and because thierin
is customer information in located.

The only way is persuade your ISP to install Tomcat.  If they will not
fount an other ISP which can serve servlets!
