is good. Maybe escaping the whole url is good! I'm not sure if all
these :// are good in the url eigther. And what will happen if
the url after URL= contains a '?' itself?

It's clear why the #Status is stripped of: the internet browser when
you click on the like http://what-so-ever#Status goes to what-so-ever
and tries to locate an <a name="Status"> there.

Whoever generates the long
"http://localhost/CLB/servlet/ProxySvr?URL=http://any.other.host.com/manual/mod/module-dict.html#Status";
url should take the care and escape the value of the URL parameter:

"http://localhost/CLB/servlet/ProxySvr?URL=";
  +  
java.net.URLEncoder.encode("http://any.other.host.com/manual/mod/module-dict.html#Status";);
will do the trick.
