Thank you all for your help.

Once I downloaded the "release" version of Tomcat, everything worked.

I was using one of the nightly-builds, previously, when I was having
problems.

*could be* that I also learned from mistakes, and finally got environmental
variables etc correct after fiddling with things for a bit.
