No only the tags should be in order, the data associated to it doesn't matter. You 
must define all the servlet names first in any order then all the mappings in any 
order.

I know tag order is important in web.xml

but does it matter what order the same tag types are?

ie if the servlet name/class tags are in the order A.class B.class C.class
must the URL pattern tags follow the same order?
