Tomcat requires extra steps to setup and is not as fast.

Try either Resin http://www.caucho.com/download/  or
Orion http://www.orionserver.com

They don't require post install setups and are very fast.

BajieServer http://www.utdallas.edu/~gxz014000/websrv/  is even smaller,
pretty fast and have one version with java compiler from sun embedded so you
don't need to download the huge jdk from sun for jsp to work.

PS PWS is bad, M$ degraded its performence.  Any thrid party webserver can
beat PWS.
