The moment you introduce something like what you are asking for, I, as an administrator, can no longer lift one "war" from an over worked (physical) server and deploy it on a less busy (physical) server. I think that your best solution is to create your own configurable "file serving servlet" and make sure your app deployers know of the interdependencies of your application.
