Mapping a home servlet

Is there a way to may a servlet. JSP’s & html pages on Tomcat for applications under the webapps directory so they look like they are in the ROOT directory. That is, when the user types in the ip address ONLY they will be brought to the index.html or index.jsp file. I looked at the web.xml file in my WEB-INF but could not get anything to work.   TK
