I was able to add a test user to the default incident resolvers user role and 
can now see the Parent Work Item... I am assuming that the custom roles were 
duplicated from the incident resolves role so I am not sure why it would break. 
 I am going to create a new incident resolver role and give it the same 
permissions as one of the custom roles and see what happens.

I have a client that has an issue where their users cannot see the parent work 
item in activities that are assigned to them. The administrators can see it 
however. I am pretty sure its a user role permission but I was hoping someone
