You can't use a hosted SharePoint site, but if you have SharePoint running on a VM in Azure this would be possible. Here is the TechNet article http://technet.microsoft.com/en-us/library/hh495676.aspx on how to install the Self-service Portal.
You may want to take a look at the portal that Cireson has developed as an alternate solution.
