how to solve ip-layer security??

       i am confused by a problem for a long time.That is how SET protocol solve the 
ip-layer security such as IP masqurerade!In layer's view,SET may be constructed over 
HTTP,and SSL can enforce the security,but can you tell me what SSL do for SET?
