The BCI will be empty if there are no non-null CRLs for any CA that issues
CRLs within the brand's domain. The Visa BCI is empty.

Is there some circumstances under which the BCI list could be empty?
I assume the ideal situation, where the certificate path goes through the
CAs which have
no revoked certificates and therefore these CAs maintain no CRLs.
