enveloped Data

Hi, i'm writing a component to create an enveloped Data.
I have one question:
When i have to crypt in des-cbc mode  the content , i have generate the des 
key and the IV.
It's correct the insert the IV DER-ENCODED as parameter of the
contentEncryptionAlgorithm ?
If not, where i put this ?
