Thanks for the extremely helpful response. I will do what I can to
help isolate this problem to get it fixed.
I have already uploaded a file, sh23.zexp, to the ticket. That is a
simple example of a folder that doesn't get converted. Also I tried to
upload our whole Members folder but unsurprisingly it was too big. Let
me know if you need that. I could email it. Its not secret - all data in
it is public domain.
I did the steps you said, and found that even after re-importing to
a fresh 2.1.1 site, ATCT migration simply ignores the folders, never
converting them.
The one fact that glares out, is all folders that failed, were added
when we were at Plone 2.0RCx to Plone 2.0.3. Everything added while
we've been at Plone 2.0.5 has converted happily.
The catalog record didn't reveal anything very exciting because
folders with practically identical records behaved differently.
Will upload more to the ticket tomorrow. Our next step is drill
down in the debugger to see how behaviour is different between folders.
