Sorry, search for portal_form_controller on that page.

portal_navigation does not exist in Plone 2.1, however - so it sounds like you have a customized template or third-party product that fails.

PS: keep mails on the setup list.

This is a bug that is fixed in SVN and the upcoming 2.1.2 release.
