Both servers are running the exact same versions of zope. plone, and python:
Zope 2.8.1-final, plone 2.1, python 2.3.5
Should I just copy the data.fs file from the old server to the new one?

The most likely culprit is the version of Zope is different on each
server. If you are exporting/importing zexp files, you will have
more difficulties than if you are dealing with Data.fs files.
