I ran into this a couple of months ago. It's caused by an empty registry
entry under Mimetypes. Some program installs a mime type for itself
incorrectly.

Alas, I can't remember which one it is, but the setup newsgroup for
plone may still have my original message lying around in it. The
solution is to delete that particular mimetype registry key; it's not
used by anything.
