Try going to
http://yourserver:8080/yourplonesite/portal_migration/manage_overview
(assuming that zope runs on port 8080 in your setup)
If that doesn't exist, somebody has deleted your migration tool.

Look again, it should be there. The reason you're getting the error you
included is because that variable is missing, and is added in migrations.
