Hi, I had the same error message when trying to install collective.xdv on CentOS linux. The key is in this line in your error:
** make sure the development packages of libxml2 and libxslt are installed ** .... I installed libxml2-devel and libxslt-devel using my OS's "yum" tool. After that buildout went fine. I'm not sure if there are binaries for Windows, but that's where to start looking.
