Yeah, that's what I thought (some missing package or something).

IMO this is a bug to the Plone installer for Windows, for the installer does
not register the included Python environment with the Windows registry, and
the MSI for pywin32 looks for a registered Python installation in order to
install.

I will post any workaround at https://dev.plone.org/plone/ticket/11056, but
I think the Plone installer for Windows should include pywin32, for using
ZEO as a service is recommended for a production environment in Windows.
