When I try to run buildout through cmd I get this error:

This first arose when I attempted to add a product to my plone site. I then
unistalled plone (plone 4 at the time) and installed Plone 3.3.5 and
received the same error when running buildout as installed by the unified
installer for plone.
I'm currently using Plone 3.3.5 on Windows 7 Enterprise 32-bit.
