Hi,

with the Windows installer you should be able to click the "Start Plone" 
button and then go view your site.

Also, to install Add-ons, please see this: 
http://plone.org/documentation/kb/add-ons

There are lots of good docs on plone.org. Also, you should consider 
reading some of the books about Plone, like "Practical Plone 3" and 
"Plone 3.3 Site Administration" even though these books are written for 
Plone 3. Most of the advice is also useful for Plone 4
