Well, gvSIG does use GDAL to read and write raster data formats. Also, GRASS GIS has modules to make use of all GDAL/OGR drivers. Through GRASS integration, you can benefit from this also in SEXTANTE. The modules are: r.in/out.gdal and v.in/out.ogr.
The main problem with integrating GDAL/OGR drivers into a GUI environment is that there are so many different types of datasources: files, web services, databases,... Those can be abstracted elegantly for command line tools, but designing a GUI to take care of them all is very, very difficult (check out ogr2ogr for a partial solution).
