This email thread [0] explains why we bumped the SFC versions on master
(carbon).
Im really sorry for the mess we caused, but we did inform the SFC
dependent projects and the Release list about this. Seems like more
projects depend on SFC than have been declared.

For some valid reason, SFC decided to bump their version within the
release to fix one of their problem. But two weeks after, the
artifacts with previous version are now gone, and as no downstream
consumer of SFC moved to the newer version, the entire OpenDaylight is
impact with distribution-check/verify/merge failing all over the
place, until patches under [1] are merged/remerged.
