Ahmed, It is definitely possible for ODL to control the networking of an OpenStack deployment, if running on a Controller node. But, what you're proposing is a chicken-and-egg problem: In order for the VM to be up with connectivity and to be running ODL, it needs to have networking configured already, which would have happened from OpenStack Neutron. Im pretty sure its not possible for ODL (or any controller) to "take over" the networking from OpenStack once its started.
