JD, Originally the plan was to map all OVS bridge creations to SFC SFF's, but we decided not to do that since it may be the case that not all bridges will be SFF's.
The best way to do this is to create the SFF using the OVS augmentation vi NB RESTconf as you suggested. The SFC OVS module will then create the bridge in OVS if needed.
