Thanks for all the info (and persistence). I believe this may be due to an 
upstream bug in the packaged libcommoncpp-dev
that comes with Debian, which I've reported here:

Can you try the test case from here to confirm?

This never got any response from the libcommoncpp-dev maintainers, so until it 
does, the only workaround is to either
patch the libcommoncpp-dev package manually or install a newer release by hand.
