Adhari, There is no big diference between device and user TSCALs. To choose the best for your environment just look on what is the minimum usage expected between amout the devices the users are using and the amount of users For example: If you have 10 users all working on multiple devices I would advice to use the User based TSCALs If you have 20 users who share device (like a call center environment) I would advice to use Device based TSCALs.
