There is no big diference between device and user TSCALs. To choose the best for your environment just look on what is the minimum usage expected between amout the devices the users are using and the amount of users

For example:
If you have 10 users all working on multiple devices I would advice to use the User based TSCALs
If you have 20 users who share device (like a call center environment) I would advice to use Device based TSCALs.

Using SGD and publish it trough internet, theoritically, it wold be accessed by uncountable number of user and/or devices.

According to this document (http://download.microsoft.com/download/1/7/7/17745e4a-5d31-4de4-a416-07c646336d94/desktop_application_with_windows_server_terminal_services.doc), Desktop Application such as MS Office should deployed on TS under "Per Device" licensing mode, it means we have to buy unlimited number of licenses of TS CAL, which is not impossible. Can anybody help me to explain about MS TS CAL licensing with SSGD?
