Barbara Olshansky, a visiting professor in human rights at Stanford 
University, talked about how most presidents try to increase the power of 
the executive branch to implement their policies and how the three branches 
of government are affected by this shift of influence. She focused on the 
issue of how the country enters into war and how President Obama might 
handle the issue. The National War Powers Commission recommended that 
Congress repeal the War Powers Resolution of 1973 and substitute a new 
statute that would call for "more meaningful consultation between the 
President and Congress on matters of war."

The talk "Expansion of Presidential War Powers" was given to the World 
Affairs Council of Dallas/Fort Worth at Park City Club in Dallas.
