Monday related to the CIA's detention and torture program is a 20-page 
background paper that, for the first time, describes in extraordinary detail 
the process of "rendition" and the torture prisoners are then subjected to 
when they are flown to 'black site' prisons. The document was turned over to 
the ACLU in response to the civil liberties group's Freedom of Information 
Act lawsuit against the government late on Monday evening along with 
numerous others, including previously undisclosed Justice Department legal 
opinions."

The Senate Armed Services Committee held a hearing on legal issues regarding 
military commissions and the trial of detainees for violations of the law of 
war.

Obama administration officials detailed how the administration seeks to 
change the Bush administration's use of military commissions for foreign 
terrorism suspects in order to withstand review by the courts. Among the 
issues they addressed were rules on the admissibility of statements, 
evidence obtained through torture or coercion, and the trial process.
