Is this for the latest version of ICQ?
I am running 98a beta, DLL 1.30 with no problems on connectivity or file
transfers on a cable modem. I would like to upgrade and use some of the new
features.

Add this to your manual startup commands. Adjust the first two sets of
numbers (600 and 10) to whatever you like, but leave the last one (160)
at 160. The # is for a comment, so after you get a ton of
ipfwadm/ipautofw/ipportfw/etc commands, you'll know what does is for
what.
#Extend timeouts- tcp/icmp/udp
ipfwadm -M -s 600 10 160
