The Code Red II worm has caused a lot of ARP requests on cable
providers.  I had, at the peak, 10/sec.  Now it's down to only
5/sec.  It could be this that's hitting you.  Look at the support
newsgroups for your cable provider.  AT&T@Home is full of threads
about this.
