Good question.  You have to look at what you're asking your STN box to do.
Is it minding a 28.8 modem connection to the Internet?  If so, then a 386/25
will be good enough -- you could probably use a digital watch.  If you're
connected via a fast 300k/s cable modem, you probably want a faster
processor -- but how fast?  I've heard of customers using a 486/66 and being
amazed that they see no slowdown.

More than 8 megs will help if you've got a lot of computers running through
the STN machine and they're all active.  But I believe more than 16 megs is
probably wasted.

The only place that a very fast processor will help is Internet gaming.
Every hop along the wire costs lag time.  The slower the computer, the more
the lag time.  But you're not talking about much, probably only a few
milliseconds max.
