I have this problem also, going from an outside site to a machine inside the STN
firewall. In my case the only machine (so far) I can't ftp in from is behind a second
firewall. Meaning I am trying to ftp out one firewall, through STN into another
machine.
If I am on a machine not inside a firewall, I can ftp into the same STN protected
machine fine.
