This "auto dialing" my ISP could "possibly" be a number of things and
among them these:

First,  Real Audio and Winzip have been accused of uploading and
downloading information and/or ads regarding your user habits. This or
another program could be gathering info and sending it on.

Second,  Programs that use "live updates", like Symantec may be
scheduled to get virus and other updates, and this could be that the
updates are scheduled too close together in time.  Programs like
Pointcast (news service) dial out regularly and send/receive updates.
Maybe you aren't aware that one of these are running.

Third, I've read programs like Back Orifice gather info and send them
back to someone in the ethers.  Maybe you have one of these hidden
programs running.

Which lead to Fourth, any number of trojans or viruses could cause your
system to send things out on the net.

You've isolated it to one machine, try pressing ctrl+alt+del before the
dial out and then during the dial out to see what's now in task manager
that may be running when all should be shut down.  This is how I found
out (after reading about this) that my Winzip had been sending ads out.

Try a virus program with updated signatures to check for this as well.

Depending on whether your ISP is a local company, they might be able to
tell you more.  I've used local ISP to validate my dial-ins when I had
problems authenticating to their servers.  They could see things like
that, maybe that can see your activity.
