In accordance with suggestions, and the fact that they haven't been refuted,
I assert the following, under the logic that before the need for the
assertion arose, this is pretty much how it was already. This is just a
formalized statement of perceived reality, and if those involved object,
then they need to handle it.
The following people, who have made significant code or intellectual
contributions, and time investments, into the project, are assumed to be on
the list of "people in charge" already.

I think this list, in its entirety, goes without question. (It will be
expanded, see upcoming thread.)
All project-affecting decisions - licensing, acceptance of code submissions,
adding or removing voting members, or otherwise revising work processes or
content - must be approved by a majority vote by the governing body as
defined at the point a motion is made.
To prevent frivolous bureaucratic activity, a motion must be seconded before
it can be voted on.
After the project is stabilized into components and respective teams, the
decision-making body can revise itself to consist of team-leaders only, or
whatever structure it deems necessary.
