As far as I understand, there is no difference between .img and .iso in such
a way that the file extensions would suggest. The real question you should
be asking is, do we think we can release a disk image with a filesystem more
appropriate for optical media...

And yes, we can reformat pre-existing code, but you have to be careful not
to lose history when you do it. Especially when dealing with inconsistent
line-endings...
