Our homemade IRC logging bot has been inactive for quite some time
(some quotes stretch only to 2 months but before that it has been
quite infrequently exercised). There are performance and stability
problems with it which have prevented it's continued use via donated
servers and the like. It may be time to investigate alternative, more
stable bots.

Alternatively, the most pressing issue with Sharpbot is it's
dependence on the sharpos logging password to upload it's logs to the
server. It is possible to negate the need for authentication but first
the system needs to be changed so as to only transfer new log messages
instead of the entire days log during synchronization. However this
idea was discussed before (creating a peer based sharpbot network of
sorts to improve coverage and security) but was never acted upon.

I'd prefer to go with a different logging bot, maybe written in a more
performant language which will allow us to run it quietly on donated
servers without causing issues. Naturally the bot would need some sort
of upload mechanism to send the logs to the server for display.
