There's a mathematical formula that assigns values to each of the other digits 
and when run through the formula it will create a number between 0 and 10. 
That's why we have 0-9 or X (with X being 10).

It's a basic check to help ensure the validity of the VIN. I don't know how 
secure it is or if it was just designed to make sure the manufacturers didn't 
release invalid VINs.
