Sounds like you either have a pump with a bad impeller (broken internally), a leak in a fuel line or a failed pressure regulator (won't hold pressure, will allow the fuel to circulate back into the tank).
If you don't see/smell fuel leaking externally , its likely an internally failed fitting/line. To check the pressure regulator, pinch off the return line, the pressure should spike fairly high.
