To truly fix it, you''ll need to pull the transaxle off and make sure the upper tin is installed properly (with its holding bolt and the tin properly situated over the two dowel pins with the lip pointed outward from the block) The lower tin is hard to install, much more so if the upper tin is screwed up or if the mounting bolts for the transaxle/motor mount are tightened up too much.
Also be careful when installing the starter as you can screw up the tin there as well.
