Sounds like the turbo is getting a straight feed from the intake, i.e. the wastegate solenoid isn't working properly.
Any codes? Did you disturb the speed sensor? As crazy as it sounds the computer does pay attention to the speed sensor and uses it vary the output for the cooling fan, wastegate solenoid, alternator field coils, etc.... though it should set a code if it has failed. Another more likely possibility is a hole in one of the hoses or a broken vacuum line.
