Yes and there should be a plugged off vacuum line that controls it.  There
should be a Dorman part for it available from your local parts store.

My aunt has an 89 Lebaron 2.5 turbo automatic trans.  I noticed  that she 
didn't (or never did) have a heater hose valve like I do on my Omni  GLH.
She 
complained to a friend of hers that her A/C wasn't getting old  enough so he
put 
a "permanent" pair of vice grips on one of  her heater  hoses. (I think it
is 
on only one of them but I'm not sure).  At  any rate, that fixed her A/C 
problem but I know these this grips should be in  there.  
She did have her hoses changed at one point and I suspect that who ever  
replaced them did not put the valve back.
 
Question: Did Chrysler put heater valves on the 89 Lebaron? If so, what is  
the part number? I'd like get rid of those vice grips off her car.
