This helps only in the case where you are happy with the same decision
across all users.  However, a sysadmin that needs to log in with
non-root credentials should not be forced into having the path that is
needed for an application admin to do his work.  In general, sysadmins
that have been bit by flaky NFS servers or disks experiencing read
errors are more likely to have fairly simple login environments.  If a
shell that hashes PATH contents is used, an overpopulated (enforced)
default PATH that tries to satisfy all users on a shared system is
rather difficult.
