GROANS OF GILGIT BALTISTAN PORTION OF BOLOR UNDER GOVT OF PAKISTAN’S NEW YOKE
OF INSULTING EMPOWERMENT ORDER – AUG 2009-09-02
1. YARDSTICK, REFERENCE TO CONTEXT AND BACKDROP.
a. This unilateral, dastardly and evil intentioned act of the Govt of
Pakistan in the shape of an insulting order is in itself a violation of the
ideology of Pakistan of the times of united Pakistan (pre Dec 1971), proof of
the criminology and uselessness of ill intentioned earlier bogus packages (LFO
94, and Musharrafics of Dec 2007) etc, complete violation and deviation from UN
basic resolution and documents including its own on the subject of disputed
Gilgit Baltistan portion of the Northern Area Province (Bolor) of the State of
J&K; including Pakistan’s original stand on Kashmir dispute.
b. There is simply no reference to context or background mentioned in this
hoax and bonbon; as if the evil doers can do anything anytime in the name of
ideology of Pakistan, which is now; nothing else but the ideology of
Punjabistan. They have laid a foundation of issuing any order anytime in the
name of ideology of Pakistan. The correct reference to context is the 1st Nov
1947, Govt at Gilgit from the ideology of Pakistan point of view. Pakistan’s
all doings in the disputed framework w.e.f Dec 1947, were done on English
behest of that time without taking the people and leaders of the area into
confidence. The people and their leaders came into play on 1st Nov 1947,
overthrew the Dogra cum English slavish rule, arrested the Governor and formed
their own govt at Gilgit by remaining within the confines of Pakistan; for the
liberated regions of the former disputed State of the three provinces of NA
(Bolor), Kashmir and Jammu. These two acts
should have been combined and an updated “Local Authority” govt at Gilgit
should have been announced as enshrined in the UN documents on the subject with
reference to context of 1st Nov 1947. This has not been done and now the
history of 1st Nov 1947 ought to be revived by our generations for our coming
generations. The numerous non local governors in the shape of chief secretary
at Gilgit, commander FCNA at Gilgit, Minister KANA etc should be arrested and
kicked off.The River Indus ought to be reddened by the body bags of the new non
local governors and their other newly intended paraphernalia.
2. CIRCUMSTANCES OF THE EVOLUTION OF THIS PACKAGE
a. The correct, efficient, all encompassing and quality work of the true
sons of the soil of Bolor had unearthed and made Govt of Pakistan nervous;
especially its all powerful top military brass of HQ FCNA, HQ 10 Corps and GHQ.
ISI is under GHQ and MI is inbuilt in GHQ. In actual fact the real non local
rulers of Gilgit Baltistan are known as Maj Gen Muzammil of Kalla Gujjar,
Pothowar; which is also the native region of army Chief Kiyani, ISI Chief
Pasha, Corps Comd 10 Corps Tahir and MI head Asif. In actual fact no progress
and initiative could have been undertaken by the Govt of Pakistan on the
Kashmir dispute equation because of the Govt of Pakistan’s virtually NO
POSITION on Gilgit Baltistan viz a viz Muzaffarabad and Kashmir. The World
Bank, Asian Development Bank and other financial international institutions had
refused govt of Pakistan to issue any loans and grants for its evil intended
mega projects, land grabbing for Punjabis
and desire to turn unwanted majority into minority. Furthermore, Govt of
Pakistan was shocked to the bole after adoption of the famous EU Parliament
resolution on Kashmir dispute - present position and future prospects with of
margin of 98%. Only 2% votes were cast in favour of Govt of Pakistan. Baroness
Emma Nicholson did a wonderful job. Besides, Govt of China is also pressurizing
Govt of Pakistan with selfish interests to accord some face saving political
measures in Gilgit Baltistan for undertaking various mega projects. It is worth
mentioning that the presence of govt of China on widening KaraKoram Highway has
not increased beyond two and a half thousand men even this year. This
boomeranging package underwent tumultuous twists and turns and was to be
announced by 14th Aug 2009. For its final approval by the Chief of Army Staff,
General Kiyani; it kept changing hands in Military Operation Directorate of
GHQ. Finally, it was announced with bombast
and fanfare by the bombardier and bogeyman of peoples party Govt and our new
Gujjar Governor Kaira (also Pothowari), who will be ruling Gilgit Baltistan
with the defacto Gujjar Governor at Gilgit i.e. Maj Gen Muzammil. Interestingly
the previous Chief Secy at Gilgit was also a Gujjar from Pothohwar. The present
Chief Secy is also a Punjabi. This is the actual sorry state of affairs of
Gilgit Baltistan.
b. This disgracefully disguised venomous package called empowerment is
infact a mixture of bluffs based on erroneous assumptions of grossly over
estimation of army’s deception capabilities under the cover of People’s Party’s
triumph and army’s stupid under estimation of the quantum rise in the political
general awareness and breadth of outlook of the people of disputed Gilgit
Baltistan portion of Bolor. This forgery is aiming at denying the people of
great Gilgit Baltistan the benefits of being actually remaining disputed and at
the same time have a more iron fisted control over them with enhanced non local
military and civil official control, application of all bad and draconian laws
of the govt of Pakistan in the name of Punjabi interests suiting and coined
ideology of Pakistan. They have forgotten that the Gilgit Baltistan portion of
the former Northern Area province of the former State of J&K is now the focus
of attention and crux
of the Kashmir dispute in the international arena. The govt of Pakistan should
always keep in mind that Gilgit Baltistan is not a territory of Pakistan and
has an international position. The State Subject Rule is considered to be
applicable in Gilgit Baltistan by all political parties and 99% of our people,
except for the types of Molana Atta Ullah Shahab of JUI(F).
3. COMMENTS ON SALIENT ASPECTS
a. The existing NALA (Northern area Legislative Assembly) adopted about
50 resolutions but was not able to transform even a single into legislation /
law due to absence of a constitution and prescribed Legal Framework Order, as
well as non local authority and control. The same state of affairs will
continue by this order with a heavier and firmer non local control.
b. So called NALA (Northern Area Legislative Assembly) will not be able to
discuss or legislate on issues of defence, security, interior, finance and
other important aspects according to the new Pakistani (Punjabi) order. What
will it do then? Simply enjoy pay, some contracts and flattery of non local
rulers. This is against the UN basic tenets, wherein the Local Authority Govt
in Gilgit is suppose to have its own defence, should run its own administrative
affairs and the govt at Gilgit of the locals is suppose to be just a little
short of international recognition till the final resolution of the dispute.
Reference to this is an enigma for the leaders of Punjabistan and some
Kashmiris also.
c. This package is typical of Punjabi’s very insecure to the extent of
being unpatriotic, selfish and short sighted mentality, which is ruining
Pakistan with each passing day. All the Northern Light Infantry Units should be
recomposed as 100% Gilgiti Baltis and recalled to Gilgit Baltistan from
Balochistan, Swat, FATA and Pakistan Occupied Kashmir. The people of Gilgit
Baltistan should be now very mindful of their security.
d. This very disorderly order is infact a clear manifestation of the truth
that govt of Pakistan has accepted that Gilgit Baltistan is a disputed
territory and clearly a region which is in the worst possible shape as compared
with other disputed regions. This country is so extremely mishandled for the
last over six decades to the extent of being a black hole in the World, which
now warrants immediate attention of the World especially USA and EU; being and
international problem.
e. Govt of Pakistan has lost the last chance and now should simply packup
and get out. Our demand from now onward will be complete independence and
nothing short of it.
4. INTERNATIONAL DIMENSIONS OF THE PROBLEM
a. The govt of Pakistan is clearly hell bent upon keeping the people of
Gilgit Baltistan enslaved through all possible mean means and dirty tactics.
It has exhausted all its options and the only way open to it now is to get out
safely in time before it is too late. The people and true leadership of Gilgit
Baltistan is no more ready to compromise on its own political identity,
political rights and political claims.
b. China is very selfishly and covertly pursuing its goals through the
Govt of Pakistan at the cost of the local people of Gilgit Baltistan. USA has
also stated very clearly that Gilgit Baltistan is part and parcel of the
dispute of the former State. EU (European Union) has done a remarkable job in
the near past but has yet to pursue its goals after adoption of policy on the
disputed former State. What are their hesitations and inhibitions? We should
know this. EU was very loud and clear as well as determined when the resolution
was being adopted by its parliament. They must strongly take notice of this new
gimmick on the subject of their interest and the interest of our people. Russia
being a neighbour and an interested party of the times of the origin of dispute
should also positively contribute. Northern Afghanistan, Tajikistan, Kirgizia,
Uzbekistan, Turkmenistan, Kazakhstan are coming up well. The electricity and
other energy resources of
these countries can only be taken down to the valuable markets of India and
Pakistan, through China presently or otherwise when the Gilgit Baltistan riddle
is clear. Taghdumbash Pamir is a proven part and parcel of Gilgit territory and
a passage through it should be given through the re-demarcation of the Pamir
plateau.
c. Indians are a party to the dispute and have a claim on Gilgit
Baltistan like China. The India claim on Gilgit Baltistan has been acknowledged
by Pakistan itself in the form as stated by its Supreme Court that the people
of Gilgit Baltistan have as yet to decide whether they want to join India or
Pakistan. India has a timid, muted and disappointing stance over Gilgit
Baltistan. It needs to acquire more knowledge on the subject and come into play
in Gilgit Baltistan, whenever Govt of Pakistan again endeavours to engineer
onslaughts in Gilgit region. The people of Gilgit Baltistan from now onwards
have to take their foreign policy in their own hands.
d. The remarkable religious freedom to all sects of Islam in USA and EU is
to be kept in mind while analyzing the root causes of sectarian divide and rule
and denial of religious freedom in Gilgit Baltistan portion of Bolor. Baroness
Emma Nicholson and EU parliament is requested to follow up its adopted policy.
5. THE ATTITUDE OF KASHMIRI NATIONALISTS
Let us together; from now onwards unitedly and sincerely work realistically
with vision and enhanced cooperation. We should be mindful of each other’s
sensitivities. Our common enemy in the form of Pakistani (more of our concern)
and Indian agents (more of the concern for the other side of divide) have
infiltrated our ranks. In this stupid package bonanza, Pakistani intelligence
has wickedly tried to use its agents at various tiers and forms to create
mutual antagonism between the people of Gilgit Baltistan Laddakh and Kashmir –
Jammu. We must thwart these designs by making APNA-BJK and GBDA more effective
and enlarged. Mr Yaseen Malik and others like him should suggest the ways out.
He remains mum when Gilgit Baltistan is tyrannized. The Kashmiri nationalists
should remember that the State of J&K got completed on 1st August 1947, when
Gilgit Wazarat was handed back from dual control to full control of Maharaja
Kashmir. Infact English had installed
Dogra rulers in Srinagar at the seat of power because of their betrayal of
Sikh rulers for the side of English in the Anglo-Sikh wars. At the verge of
partition the real powers in Srinagar were not with the Maharaja but were with
the English resident and Chief of staff. They should always keep in mind that
on 1st November 1947, and thereafter till 1st January 1949, we did away with
all that British cum Dogra enslavement. Unfortunately the black Muslim
Pakistani rule was thrusted on us in the name of Pakistan, Islam and
Jehad-e-Kashmir. We will never compromise on our unique political identity,
political claims and political rights.
