JOINT MILITARY CONTROL IN KASHMIR
Assumptions:
It is assumed that political agreement has been reached on the following
general lines:
The final accession of Kashmir State is to be decided by a plebiscite under the
control of UNO. This will not be able to take place till the spring of 1948 at
earliest.
The Accession of Gilgit to Pakistan, including the Districts of Chilas and
Gilgit Wazarat, will be acknowledged.
The administration of the Districts of Muzaffarabad, Poonch, Mirpur and Riasi
except the SE Corner South and East of the River Chenab will be left in the
hands of the Azad Kashmir Government.
The remainder of Kashmir will be under the former administration with Sheikh
Abdullah as the head of the Government in Srinagar.
The maintenance of Law and Order will be the responsibility of the Authorities
as above with their own police forces. The control of troops of both Armies in
order to support the Police Forces will be vested in the Joint Defence Council.
The Military Object:
The object is so to dispose troops in the State of Kashmir that law and order
can be enforced in support of the Civil and Police authorities till the final
status of the State has been decided under the supervision of UNO.
Considerations:
Basis of Troop Allotment:
The Gilgit Districts will need no extra troops to the Scouts already available.
Poonch, Mirpur, Muzaffarabad and part of Riasi Districts are predominantly
Muslim. Garrisons required should come from the Pakistan Army.
North Kashmir and South Kashmir have a majority Muslim population, but
Government which has agreed to accession to India pending final decision by
plebiscite. These two Districts should therefore be occupied by an equal number
of troops of both Dominions.
Udhampur, SE Corner of Riasi, Jammu and Kathua Districts have a majority Hindu
population. These Districts should be occupied by troops from the Indian Army.

Introduction
These notes are put together from unofficial conversation held during the visit
of the Military UN Commission to the Pakistan Army between 12-17 August 1948.
The members of the Commission were Mr HARRY GRAEFFE, Belgium, Major FRANK
SMITH, US Army and Mr RICHARD SYMONDS UK, Secretary to the Committee.
General attitude of the Commission as a whole.

Views of the Commission as regards a permanent solution.
It stood out clearly that the Commission as a whole were tending towards the
inevitability of partition as an ultimate solution for the KASHMIR problem.
They were however considerably distressed by the uncompromising opposition of
all concerned (INDIA, PAKISTAN and AZAD KASHMIR) to such a solution. The lines
on which the Commission might recommend a permanent solution would be roughly
as follows –
(a) Jammu east of the CHENAB to be ceded to INDIA without a plebiscite.
(b) GILGIT, POONCH, MIRPUR, MUZAFFARABAD to PAKISTAN without a plebiscite.
(c) A plebiscite to be held in the vale of KASHMIR with the LADAK area to be
allotted to the country winning the plebiscite in the valley. This final
solution would be reached after a cease-fire, the Commission’s proposals for
which have by now been communicated to the two Governments.
