Currently we just source in ifpc_relay.html along with everything else in the javascript/ directory. You could always use a custom build file (pom.xml) to place this file at a different location in the resource heirarchy. I'd suggest reading the maven documentation for details on how to achieve something like this. Alternatively, you could just manually move the file to wherever you want it to be within the javascript/ directory and it will work automatically.
