I think it is just for wikis that are "mirrored" as live websites, and the justification is to avoid the risk of anonymous users "spamming" the public web site. The policy does not hold for wikis that are not mirrored as public web sites. This is what I seem to recall from a discussion in [EMAIL PROTECTED] earlier this year.
